Ballast Q Ballast matching and nnoise concerns

OK, I am thinking of getting this bulb:
Phillips Master Color CDM 150/SA/942
It has a 20mm arc, 4200K, 13 thousand lumens.

I know it is only a 150 watt bulb, but members here have been able to get great results due to its short arc.

and this ballast:

150Watt electronic ballast.

Do I need an electronic ballast to keep it from humming, or will a regular ballast be quiet?
Also, what ANSi code should I be looking for? M102?
Working hard at being a couch potato.
