Lighting Anomaly - Wuxga & 400w Effect of E-ballast on WUXGA panel

In an effort to get more brightness, I interchanged my Philips CDM 150 with the USHIO 400DD (predecessor to the T15).

With original magnetic ballast (Advance 400W w/ starter capacitor), the bulb burns with a green hue and does not get brighter. I then went to the original LL e-ballast and the light intensity is fine, but there is some interference that cause the LCD to "blink"within a minute of being lit. By "blink" I mean the LCD goes white, then comes back, but with a frozen image, then goes white again, and so on.

The air flow is fine. The LCD panel does not get overheated. I checked the grounding, (with and without) and connections. Even ran the ballasts on a separate circuit than the one powering the controller. I switch the connections to the bulb (even though this should not make a difference). Controller and HD cable box are connected to the same power strip, but the ballast is not.

Has anyone had the e-ballast interfere with the controller board? All wire guages are #18 or bigger.
